Ricardo is of counsel to A&G Law, LLC. He is a trial attorney and a former federal prosecutor who spent more than 10 years as an Assistant United States Attorney working in the Northern District of Illinois and the Western District of Texas. He has tried over 31 federal trials, nearly all of which were to a jury. Based on Ricardo’s extensive trial experience, he was invited to join Chicago’s Inn of Courts as a Master of the Bench.
Ricardo was appointed and senate confirmed as Illinois’ Executive Inspector General in 2010 and served in this position until 2015. As Executive Inspector General, he led his office in hundreds of investigations related to waste, fraud and abuse. He had investigative authority over 40 state agencies under the jurisdiction of the Office of the Illinois Governor, including numerous regulatory agencies such as the Illinois Department of Financial and Professional Regulation and the Illinois Gaming Board to name a few. He also had investigative authority over 250 boards and commissions, nine Illinois public universities and four regional transit boards, as well as private vendors conducting business with those entities. Ricardo’s investigations covered employment, official misconduct, hiring improprieties and procurement.
Before serving as Executive Inspector General, Ricardo spent five years as Midwest Regional Counsel for the Mexican American Legal Defense and Educational Fund, a leading Latino civil rights organization where he led the office’s litigation and public policy matters.
In addition to his extensive trial and investigative experience, Ricardo has argued before the U.S. Court of Appeals for the Seventh Circuit.
Ricardo has also served as an Assistant Attorney General in Texas and served as a Law Clerk for the late Honorable Wendell C. Radford, United States Magistrate Judge for the Eastern District of Texas. Ricardo has also taught trial advocacy.
Ricardo’s experience managing and directing high-stakes cases and disputes lends a unique and strategic perspective for his clients, whether they are corporations, healthcare entities, universities, non-profit institutions, public entities or individuals.
Some examples of Ricardo’s work are:
- Served as co-counsel representing a privately owned video game designer in federal court alleging copyright infringement relating to the client’s intellectual property rights. After a two-week trial, a jury entered a multi-million-dollar verdict in favor of client.
- Served as outside counsel to a fortune 50 insurance company and assisted in the development of litigation strategies designed to detect, prevent and obtain recoveries for systemic fraud, including the detection of schemes designed to obtain funds for medically unnecessary services.
- Successfully obtained a temporary restraining order in federal court on behalf on a multi-million dollar federally qualified health center claiming violations of federal housing laws.
- Represented multiple private companies and individuals in various inspectors general investigations involving allegations of wrongdoing.
- Successfully served a lead counsel for the United States in over 31 federal jury trials involving a variety of allegations of fraud, narcotics and public corruption related matters.
- Defended and represented multiple witness before federal grand juries including allegations of public corruption.
